The LHC Procurement Group has launched a new £285 million Roofing Systems and Associated Works framework, appointing 54 contractors to the framework. This framework, known as RS5, will provide public sector clients across England, Scotland, and Wales with access to pre-approved roofing manufacturers and contractors for new-build, refurbishment, retrofit, and emergency repair projects.
The framework features a larger selection of approved suppliers, with 93% of them being small or medium-sized enterprises (SMEs), including one micro, 29 small, and 20 medium-sized businesses. This ensures more regional delivery capacity, supporting local economies while maintaining manufacturer-approved quality and warranty assurance. The framework is manufacturer-led, meaning appointed contractors have been approved by corresponding manufacturers, ensuring works are delivered using certified systems with full warranty protection.
The RS5 framework supports green and blue roof solutions, retrofit schemes, and energy-efficiency measures that help public sector clients meet building safety, compliance, and decarbonization targets. It also embeds social value into every framework and invests framework surpluses into its Community Benefit Fund, facilitating projects that revitalize local areas and create more sustainable communities.
The framework will run until October 2029, with direct award routes available for time-sensitive or grant-funded work. With clearer regional accountability, SME participation, and sustainability metrics, RS5 is expected to deliver significant benefits for public sector clients and local communities.
